Section 10: STANDING COMMITTEES AND CLUB OFFICIALS
A. Committees
The following standing committees and others as needed shall be appointed yearly with the chair and/or members appointed by the EO with the concurrence of the board and/or provided for in these by-laws.

The EO shall perform appointment of CLASH representatives as NWRGSL commissioners immediately after taking office.
The EO shall also appoint the following officials with concurrence of the board:
1. Director of Referees
2. Field Maintenance/Blue ribbon committee
3. Tournament Director
4. Office Administrator
5. Equipment manager/committee
6. Director of Coaching
7. Technical Director
C. Duties of standing committees

3. Rules Committee- This committee shall review all proposed additions of amendments to the bylaws or general procedures/rules. They shall also monitor changes in the league, state and national rules to recommend necessary changes in club rules. They shall also ensure that the bylaws and general procedures/rules are updated as additions or amendments are passed by the board.
D. Duties of club officials
1. Director of Referees
Shall be a representative of the club to the referee association as well as a referee liaison to NWRGSL and DCSL. They win work with the referee association and the league in recruiting new referees from
those associated with the club. The DOR shall set up a procedure to report dissatisfaction with the performance of an individual referee. They will also collect all game reports and provide the board with a copy should it be requested. The DOR shall be responsible for the scheduling of all referees for Clash games in NWRGSL at U9 and younger. the DOR shall be responsible for scheduling referee certification/recertification classes for any/all Clash referees. The DOR shall report at each regular board meeting as to the activities of the referee association and any other matters affecting referees.
2. Field Maintenance Director
The FMD shall, working with the appropriate governmental parks and recreational authority, be responsible for the upkeep of the soccer fields.

3. Tournament Director
The EO shall appoint the TD with the concurrence of the board. The TD shall be responsible for all tournaments sponsored by Clash and sanctioned by NWRGSL (this includes appropriate paperwork filed with NMYSA). The director shall follow the procedures developed in the NMYSA travel and tournament manual. The TD shall be responsible for establishing the tournament committee and coordinating volunteers/assigning team duties. The TD (with help from committee) shall be responsible for processing applications, informing teams of acceptance or denial and planning the team "Check in" on the night prior to the tournament. This person shall be responsible for (delegating) proper scheduling of all games as well as the referees. The TD shall also ensure that the proper medical services are available during the tournament. The TD shall be responsible for maintaining the "tournament account" (this includes Fiesta and recreational) and have signature authority on the tournament account. The TD shall be responsible for marketing and maintaining relationships with sponsors and vendors. The TD shall provide to the DOF and/or board, a written report within 45 days of the completion of the Fiesta Tournament, all incomes and expenditures. Upon approval of the written report, the TD shall receive a compensation of 10% of the net income ???? for the Fiesta Tournament.
4. Office Administrator
OA shall be responsible for the registration of players and teams. The OA shall certify the registration data for each team and shall serve as the authority for this data for the insurance and any other purposes. The OA shall be responsible for the development and maintenance of registration materials, instructions and training of the club personnel to ensure proper completion of all forms and other requirements consistent with CLASH, NWRGSL, NMYSA and USYSA requirements. The OA shall certify the rosters of teams from CLASH playing in the NWRGSL and/or DCSL schedules. The OA shall ensure that all forms required by the board (volunteers, ref, etc) are properly filled out. The OA shall assist with any/all Clash camps to ensure that all paperwork and other necessities are properly completed. The OA shall also provide assistance to the tournament director should time allow. The OA shall work with the DODP and the DOAP to coordinate all uniform orders within the club. The OA shall be responsible for the maintaining retail inventory and sales data. The OA shall assist with travel and tournament plans/paperwork for any competitive teams requesting assistance. The OA shall maintain board approved office hours and be responsible for returning phone calls and emails delivered to the main office. 5. Equipment manager/committee
The EM shall be responsible for the acquiring and tracking of club equipment necessary for the playing and teaching of soccer for the club (to include nets, goals, balls, cones etc.) as requested by the board.
6. Director of Coaching
Shall attend all club (tournament, registration, etc.) and league meetings. The DOC shall report and is responsible directly to the DOCP. Manage and staff the club's skills nights and summer training, program. Support the Tournament Director in the execution of the club tournaments (Fiesta and Turkey Shoot).
The DOC shall, working with Clash, organize clinics for the purpose of improving the quality of coaching at all age and competition levels (includes upgrading coaching licenses). The DOC shall keep a record of the license designation of each coach in the club. The DOC shall communicate with all the coaches within the club on a regular basis to provide coaching help, information on upcoming clinics and provide ready written evaluations for each member of the coaching staff. As directed by the DOCP, the DOC shall work with any coach that has been identified as having problems with their approach to players, teams, parents and/or referees. The DOC shall report to the board at each regular board meeting as to the activities of the DOC and any other matters affecting coaches. The DOC shall fulfill all duties as required by his/her contract.
7. Technical Director
Shall attend all club (tournament, registration, etc.) and league meetings. The Technical Director shall report and is responsible directly to the DOCP. Shall work with the DOC to develop age/gender appropriate curricula for the competitive and recreational teams. Shall provide coaching education to the competitive and recreational coaches. Help the DOC to manage and staff the club's skills nights and summer training program as well as any other Clash sponsored activities. Support the Tournament Director in the execution of the club tournaments (Fiesta and Turkey Shoot). Shall develop programs and activities that foster growth of NM Clash as well as providing education on the "Four Pillars of Soccer". Provide support and education to all recreational coaches in the management and proper way to run a practice session. The Technical Director shall also fulfill any other duties listed in his/her contract.


Section 11: ELECTION, REMOVAL AND RESIGNATION OF OFFICERS

A. Election Requirements and Procedures
The election of officers shall adhere to the following requirements and procedures:

1. Term of office shall be for one year.
2. An individual may serve ho more than three consecutive tenus in ~ elected office.
3. The EO, DOAP, DODP, DOF and the Recording officer shall be elected from among the Clash general membership by the Clash Coaching staff and must remain a member of the general Clash membership in order to serve in office.
4. Individual running for any board position shall not be a paid employee of Clash unless so approved by the general membership.
5. The election shall be held at the May March regular board meeting. The officers shall assume office at the adjournment of that meeting. That meeting shall serve as the "AGM" or Annual Grand Meeting for the club.
6. Voting shall be by the Clash general membership in good standing only.
7. Election to an office will be by majority vote. In the event a candidate does not receive a majority vote, a runoff election of the top two vote getting candidates will decide the election.
8. The EO shall appoint a nominating committee at the regular board meeting in March to recommend candidates for election.
B. Removal of Elected Officers
The removal of elected officers shall adhere to the following procedures:
1. Shall be requested in writing to the EO of the club or board by at least five persons who are members of the Clash general membership, defining why such action should be necessary.
2. Shall be voted upon by the board at a regularly scheduled or special meeting called by the EO or board of Clash, to be held within thirty days of receipt of the written request.
3. A two-thirds majority vote of the board shall be required to remove an officer of the board.
4. The EO or presiding officer shall call a special election by the board to fill the vacancy within thirty days.
5. The officer specially elected in this manner shall fill the unexpired term of the removed officer.
6. An officer or board official missing two successive meetings and not being excused by the EO or presiding officer, may be removed from office by a majority voted of the board.
C. Resignation of elected Officers
1. Shall be in writing to the EO or the board.
2. When filling the vacancy due to a resignation, then section 11, B, 4 shall apply.


Section 12: MEMBERSHIP
Any applicant for membership in this club shall adhere to the following requirements.
A. Team membership
Membership in this club shall be by affiliated teams with requirements for these teams specified in the by-laws. Players shall be organized into teams. The teams are registered with the club known as Clash and as so are recognized as "Clash" teams. The teams are NOT affiliated with any individual coach and as such are NOT owned by one specific individual but by the soccer club as a whole. Should the coach exit the club with an intact team, the coach shall be financially responsible for all monies NOT earned.
B. Seasonal Year Requirements
Clash shall submit the required league paperwork as laid out in the NWRGSL by-laws and General procedures and rules. This paperwork~ at present includes but is not limited to the following:
1. Properly completed club affiliation forms for the upcoming year. This club affiliation form shall be submitted to the league secretary by the second Tuesday in June following club elections.
2. Properly completed player and/or team registration forms prepared in accordance with correct registration instructions and procedures.
3. Submit copies of the clubs revised Constitution, by-laws or other governing documents~ written in accordance with NWRGSL, NMYSA, USYSA and USSF requirements for review by the rules committee whenever changes are made.
C. Payment of Fees
Annual payment of fees for players is due and payable to the club unless otherwise provided for by the board at the time of registration with the club.
D. Bank Checks and Drafts
All checks and drafts and or drafts or money orders submitted to this club shall be made payable to "Clash". All such payments are to be sent only to the DOF or in the case of registration fees; the OA or in the case of the tournament, the TD.
E. Requirements of Membership
All member teams and their players, their team volunteers, as well as parents and guardians of players and other interested people, shall abide by the by­laws of this club as well as the General Procedures and Rules as set forth by the board and all applicable rules and regulations set forth by USSF, USYSA, NMYSA and NWRGSL.
